Promoting Macau as a China–Portuguese-speaking arbitration bridge
To build a cooperation mechanism for arbitration and mediation aimed at the Angolan market, and to promote Macau as a platform for resolving cross-border commercial disputes between China and Portuguese-speaking countries, the Macau World Trade Center Arbitration Center (hereinafter “WTCMAC”) and the Angola-China Chamber of Commerce (Câmara de Comércio Angola-China, hereinafter “CAC”) officially signed a Memorandum of Cooperation (MoC) on November 6, 2025.
The signing ceremony took place at the Jinhua Commerce Chamber of Economy and Trade with Africa. The MoC was signed by Dra. Wong Sok Hei, Secretary-General of the WTCMAC, and Dr. Luís Cupenala, President of the CAC. After the ceremony, both parties held in-depth discussions on how to use Macau’s arbitration and mediation mechanisms to help Angolan companies and Chinese enterprises in Angola handle cross-border commercial disputes more effectively.
In his speech, Dr. Luís Cupenala noted that in recent years, China–Angola relations have continued to deepen, and the two countries have signed multiple agreements on trade and investment cooperation, creating broader space for business ties. He noted that as trade increases, arbitration and mediation have become preferred ways to resolve cross-border commercial disputes. Through this partnership, CAC hopes to better understand Macau’s arbitration services system and provide more stable legal support for future cooperation between Angolan and Chinese companies.
Dra. Wong Sok Hei stated that Macau, as an important platform for business cooperation between China and Portuguese-speaking, supporting cross-border trade and investment. The WTCMAC actively promotes dispute resolution mechanisms between China and Portuguese-speaking countries, gathering arbitrators and legal experts from Mainland China, Hong Kong, Macau, Portugal, and the United Kingdom. The Center will invite more arbitrators and legal experts from Portuguese-speaking countries to participate, further expanding the professional network for China–Portuguese arbitration services. This MoC signing marks a new step in arbitration and trade cooperation, strengthening ties between Angolan companies and Macau’s arbitration institutions.
Guests attending the signing ceremony and the meeting included Dr. Emanuel Miguel, Vice President of the CAC, Dr. Justino Cupenala, Advisor to the President of the CAC, Mr. Francisco Simão, Business Cooperation Representative, and Ms. Choi Lai Wan, Legal Assistant of the WTCMAC.
