WTCMAC expands the arbitration cooperation network in Portugal and Spain

The Executive Committee President of the World Trade Center Macau Arbitration Center (hereinafter referred to as “WTCMAC”), Jackson Tsui, joined a high-level entrepreneur delegation led by the Macau Special Administrative Region Government on a business visit to Portugal and Spain from 18th to 25th April, organized by the Macau Commerce and Investment Promotion Institute (hereinafter referred to as “IPIM”). The delegation visited Lisbon and Madrid, the capitals of the two countries. Through this exchange delegation, Mr. Jackson Tsui engaged in exchanges with local arbitral institutions to strengthen cooperation in the field of arbitration between China and Portuguese-speaking countries, as well as Spanish-speaking countries.

On 19th April 2026, at the “Macau–China–Portugal Platform Professional Services Promotion Dinner” held in Lisbon, President Jackson Tsui delivered a speech introducing the arbitration services of Macau institutions to entrepreneurs from Macau and Mainland who are interested in investing in Portugal. He highlighted the Center’s services and the distinctive features of Macau’s arbitration system, emphasizing that the WTCMAC will continue to leverage Macau’s unique strengths as a Sino-Portuguese platform to provide a comprehensive mechanism for resolving commercial disputes.

On 20th April 2026, at the “Macao-Portugal Economic and Commercial Co-operation Promotion Seminar” held in Lisbon, President Jackson Tsui signed a Memorandum of Understanding with José Castro e Solla, Secretary-General of the Portuguese Chamber of Commerce and Industry Commercial Arbitration Center (Centro de Arbitragem Comercial da Câmara de Comércio e Indústria Portuguesa). The signing was witnessed by Che Weng Keong, President of the Administrative Committee of IPIM and Maria Madalena de Sousa Monteiro Oliveira e Silva, President of the Agency for Investment and Foreign Trade of Portugal. This milestone will deepen exchanges and cooperation between Macau and Portugal in arbitration and mediation.

During the visit to Spain, on 23rd April 2026, President Jackson Tsui visited the International and Iberoamerican Arbitration Center of Madrid (Centro International e Iberoamericano de Arbitraje de Madrid, hereinafter referred to as “CIIAM”) to further implement the existing Memorandum of Understanding (“MoU”) between the two institutions. Mr. Jackson Tsui and his delegation were warmly received by CIIAM Vice-President Urquiola de Palacio. Both sides exchanged views on institutional development, practical arbitration experiences, and potential cooperation projects. They both agreed that the MoU has laid a solid foundation for long-term collaboration, fostering closer ties between arbitral institutions in Macau and Madrid.

Through this visit to Portugal and Spain, WTCMAC will continue to expand its international cooperation network, strengthen exchanges and interactions with arbitration institutions worldwide, and provide more stable legal safeguards for China–Portugal and China–Spain business cooperation.
