WTC Macau Arbitration Center Participates in Jiangsu Foreign-Related Legal Services Promotion Event to Explore New Opportunities for Regional Arbitration Cooperation

On 18 October 2025, the World Trade Center Macau Arbitration Center (hereinafter referred to as “the Center”) took part in the “Jiangsu Province Foreign-Related Legal Services Promotion Event” held at the Macao Tower Convention and Exhibition Centre. The Center was represented by Ms. Li Yingxin, Director of the Office. Organised by the Jiangsu Lawyers Association, the event aimed to enhance communication and cooperation between legal service institutions in Mainland China, Hong Kong, and Macao, and to promote the high-quality development of foreign-related legal services.

During the signing ceremony, and in the presence of Mr. Liu Fuchen, General Manager of China Legal Services (Macao) Company, Mr. Guo Bing, Level II Inspector and Director of the Department of Public Legal Services of the Jiangsu Department of Justice, Mr. Iao Hin Chit, Deputy Director of the Legal Affairs Bureau of the Macao SAR Government, Mr. Che Jie, President of the Jiangsu Lawyers Association, Mr. Vong Hin Fai, President of the Macao Lawyers Association, Mr. Zhu Wei, Director of the Lawyers Affairs Division of the Jiangsu Department of Justice, and Mr. Vong Keng Hei, President of the Macao Legal Exchange and Promotion Association, a Strategic Cooperation Framework Agreement was formally signed between Mr. Ru Yang, Deputy Secretary-General of the Nanjing Arbitration Commission, and Ms. Li YingXin, Director of the Office of the Center.

The agreement establishes a long-term cooperation mechanism between the two institutions, aiming to strengthen professional exchanges and resource sharing, and jointly promote the development and integration of regional arbitration services.

In her remarks, Ms. Li noted that as Chinese enterprises accelerate their global expansion and international capital continues to flow into China, connectivity between the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta is deepening, with economic and trade ties between Jiangsu and Macao becoming increasingly close. This opens up new space for cooperation in cross-border legal services.

She further highlighted several recent developments that have provided institutional support and growth opportunities for Macao’s arbitration sector, including the “Agreement on Amending the CEPA Agreement on Trade in Services”, which has created favourable conditions for Macao arbitral institutions to expand their operations, and the “Opinions on Giving Full Play to the Role of Arbitration to Serve the High-Quality Development of the Greater Bay Area”, which provides clear implementation guidelines for the “Macao Capital, Macao Arbitration” mechanism. These frameworks have laid the groundwork for Macao’s deeper involvement in regional cooperation and cross-border arbitration practices.

Looking ahead, the Center will continue to capitalise on Macao’s unique position as a platform between China and Portuguese-speaking countries, and actively explore new avenues for international commercial dispute resolution cooperation.

The Center remains committed to aligning with national policy directions, improving its service mechanisms, and strengthening collaboration with arbitration institutions across Mainland China. In doing so, it will provide more diverse and convenient arbitral options for Macao-invested enterprises and foreign-related commercial entities, while contributing to institutional integration and practical coordination. Ultimately, the Center seeks to support the high-quality development of China’s foreign-related legal services ecosystem.
